CPA networks and the process of being accepted

I have a question, which I hope isn't a stupid one. This is after reading a number of posts from the likes of 'ugly dog' and 'Franamico' which were about 'the cash code' product, (by the way - great post from JDE about the sister product from Micheal Jones - Affiliate code'- huge thanks for pointing out that blogger.com has '"NoFollow" links, which prevent Google and other SEs from following the Blog to your site. Therefore, no indexing of your site occurs. If you do a search for "blogger.com nofollow" you will see this'') Great info! I might ask for some more help on this one!
Anyway,I digress so onto my question..I've seen comments such as 'no wonder we can't get accepted onto CPA networks'
Can someone who isn't as new as me perhaps kindly expalin what this all means? I know what CPA means but how do we 'get accepted onto a CPA network' the process, where to find them even and...what do we do with it after that?!
I've seen mention that this could be a profitable angle to pursue so any advice greatly appreciated. I've been trawling these forums for just a little while and have learn't so much...and saved myself form being suckered into buying plenty of what seem to be 'the thing to have above all others'. I'm following so many of you at the moment it's hard to keep up!! Great work is all I can say..
