Spinning article % question

Not sure if I am in the right board for this question or not. I recently purchased a spinning tool called "Magic Article Spinner", which seems to be a popular program here.
My question is when I spin my articles, what % of changes should my goal be? It usually spins at around 29-33% on it's own, then I go through and change more stuff to get it around 40-50%. Do you think that is acceptable?
