I think you may want something like HTML Executable - Website and Ebook Compiler Software
which is not free. It can turn your site into a software which
you can promote with PAD directories.

Creating a PAD file is something you do when you have already
have an .exe application created. A PAD file is not a .exe itself.

That is also what I thought he was looking for. You might be able to find something free on CNET or TUCOWS.

The software to create PAD files is available free of charge Portable Application Description (PAD) - Association of Software Professionals there are even versions for foreign languages that were created by other developers (all are free).

The PAD file is essentially an XML file that simply contains meta data about the software download, and includes everything from file size to supported operating systems. The free software just makes the PAD file easy to create.

Pad files are usually for software developers and if you only compile your website as an exe or package you probably will end up doing a lot of work for nothing. People did that years ago and now they tend to reject you for such things.

The best thing is to develop a simple piece of software and then have it all link back to your site.

And then again if you actually made something of value you will get a 1000 times the value.
