IQ Test and Reverse Mobile Billing?

I've seen a lot of these offers, and they have made me a lot of money promoting other peoples campaigns but what I want to do is run my own.

I'm from the UK and I know we have some pretty strict guidelines, at least I believe, on what you can and can't do with reverse billing.

The programming side of things, as well as the design is no issue as I do all this daily. Because I have promoted such offers for a good 6 months I know how they wrong from the publishers POV.

The main question is does anyone have any advice, or resources, to aid my research? What sort of money would I be looking to invest to begin with?

I already have an affiliate network to use for initial testing.

Any advice on this would be much appreciated.

    See, i may be doing things the hard way, but I have actually been using CPALeads gateway for payments, you can take off the survey part so when people goto a certain link they have to pay via paypal or you can make they pay a certain amount by texting to a certain number. Its worth a look anyway

      I am a CPALead and Adscend user. But what I am wanting to do is have other publishers promote my mobile offers.

      I got it sorted though last night after a lot of research. Going to spend the next 2 weeks investing time and money to make this work.

      I can usually do between 3-6k a day on these incentive sites, if one of those surveys were mine I could easily do that with the amount other publishers are using.

      Just requires a lot of planning and work to make it happen. It could fail, but I'll stand on the shoulders of giants.
