On Page vs. Off Page SEO Competition

So I'm doing my keyword research w/ MS and I keep coming up against a common trend. Most of the keywords I'm looking at have a fair amount of off page seo but not very much on page seo work done.

Should I go after keywords with very little on page seo competition?

ie: no in title, in url, in desc & in head tag.

In my opinon I think these would be fairly easy to beat w/ some backlinking.

Sorry forgot to add one thing. I will be using article marketing and therefor piggybacking on a site that has fairly good off page SEO.

    Well I know you could possibly beat your competitors with some top notch on page SEO but a lot of times websites that have been around for years with little or NO on page SEO get the top rankings because of how many backlinks they have and that Google trust them now. With a large amount of backlinks and off page SEO, domains often hold the top listings over others with no problem. I would say you would definitely have to do a fair amount of backlinking and off page SEO to catch up. As to how much you would need to do, I'm not sure. I do think the amount needed would be somewhat significant though.
