Starting a local employment website your input please

Technically i already have it started the site is up but not sure if i am wasting my time. All i want to make $ wise from the site is a meager $500 a week so i can focus on other projects. I have a day job that i hate! that is poverty level income that i make. With this site i basically want it just to pay my bills but ofcorse i am focusing on it to blow up and become a business.

I know making a general employment site that targets the whole country is a bad idea i can't compete with hotjobs, careerbuilder, monster etc.. My site covers my local county which has close to a million residents. The only local competition i have is one large local newspaper craigslist does not cover this area but counties close by.

The local online paper charges $199 for a 30 day job listing. Hotjobs and the other big names charge minimum $250 up to $500 for a 30 day posting. I will charge $25-$50 for a 30 day listing and all my traffic will be 100% local targeted traffic that is how i will compete.

Do you think i need more of plan then just charging much less then the competition?
