Link Building Tips For a Start-up Marketing Company

I'm glad I finally found you warrior forum.

A little about me -- I'm a copywriter for a start-up marketing agency that has willingly (with a possible "un") accepted the responsibility of our seo department.

So, I've got the basics of on-site SEO down. Now, I'm trying to sift through all of the various link and article marketing tip strategies. It's a pain -- I apologize in advance for this, almost certainly, redundant post. I've dumped the last two months into researching options and strategies.

I've looked at linkvana, aggregators, article submitters, etc... and I always seemingly end up where I start -- ground zero. The problem is finding a strategy/system that will not only be suitable (cost effective) for my companie's SEO, but also our clients.

Our social media strategy right now (and link buidling) is hinged upon a portal site that I'm planning to use as a link amplifier. The site will feature a slew of time waster, link candy blogs (top 5___ bottom 5____), as well as a business focused sub-site that will feature "top 5 google apps", etc... The business site will share content and links with our companies site... we're going to market it initially through our facebook, twitter friends etc...

Anyway, other than that -- I'm perplexed as to where to start:

Are aggregators necessary for article submission (given my situation)

Is mass article submission even necessary? Calculated vs. mass?

Are services like Linkvana worth the cash? Or is it better to simply search for "follow" blogs?

I realize this is a very robust, and almost 'general', questions but... I need guidance. I have sunk countless hours into sifting through un-informed, redundant, "promotion oriented" information -- I'm ready to swallow my pride and beg for help...
