Need some tips/help on starting a portal for a certain geographic area

A couple of years ago I was able to register a good .org domain that is the name of a certain area in a certain state. That keyphrase gets about 375,000 searches a month on Google and there are many other keyphrases that go along with it such as [area] hotels or [area] cars. I think I should be able to be on the first page on Google within a month but I think getting to number 1 might take at a year.

Does anyone here know what software (preferably free!) that is the best for something like this? Also good templates?

And does anyone have any tips about making a site like this a good resource? And if anyone knows what monetization methods are best with site like this?

      Well, yes, a directory will be part of the site but more of an directory of offline business's because that will probably be what people are looking for and many business's in this area do not websites (or they have poor websites that aren't very useful to visitors).
