I'm thinking of ranking for a keyword "city" elections. I'm wondering are there any restrictions on these keywords because I notice many of the top listings are by the city itself so is there perhaps any monopoly for those keywords are they open game?

I know there can be quite a bit of profit for such keywords however I don't want to waste my effort only to find out that such keywords won't pay any results.

    Nope. There are no restrictions regarding ranking.
    I think top result's title are not so relevant to rank for that keyword. I hope you can reach their with good efforts.

    Yes, good idea. If you can rank, you may be able to charge a ad fee to some political campaigns.
