I don't know what "command" you are talking about...

Simply, if all the files and folders have been uploaded via FTP to your domain's root directory (in cPanel it's called public_html) - then type in your browser's address bar:
example.com/wp-admin/install.php (obviosuly, replace example with your domain!) and follow the instructions.

Are you having cpanel for your web hosting account ?

If so > log in to cpanel.
    > Click on fantastico
    > choose word-press
    > select location to install

Its very easy with fantastico. One click word-press installation is possible.

If you're getting "this link appears to be broken" then chances are the install.php file isn't there or you're using the wrong link.

If it was a database problem then you'd get a different error message.

And you should not use Fantastico to install.
It is almost always behind on updates (including security releases) and usually has other junk you don't want added to the core code.

Download it directly from WordPress and Upload it via FTP.

If you had the wrong database info in your config.php then you'd get an 'error connecting to the database' message (I forget the exact message but along those lines).

Since your browser cant find install.php that's a step before verifying the database configuration.

I still think you're either using the wrong url or you have uploaded the files to the wrong place on your server.

        You could:
        a) contact your host and ask them to check it out for you. If they are decent they will have a look and advise, if they are not decent they'll say 'we dont offer support for wordpress' if they say that then think about finding a new host.
        b) watch some step by step videos, you'll easily find some on youtube

There are a TON of good videos on YouTube that do step-by-step wordpress installations. Very easy to follow and hard to mess up once you watch them do it. Cpanel w/ Fantastico is nice to have, but manual installs of WP are easy after you do it once.
