Joomla, html, etc. Please explain

Can someone explain what Joomla is compared to a a regular html site? I am considering purchasing Artisteer to design my templates and don't know if the home version at 49.99 that does wp templates and html sites will be sufficient or if I will need to go for the 129.99 standard verson that designs for joomla and drupal. I do regular static authority type sites. Thanks for answering what is probably a very basic question for a lot of people, but not me. Kate

Joomla is a CMS = content management system: Joomla!

Most of the CMS (including WP) work in similar way: a database driven dynamic website.
    - there is an "engine", the script itself
    - there is database to store your content
    - there is layout (templates) that display, present your content

I already have several html sites and 3 wp sites. I like static sites that I can have maybe 100 plus pages. I used templates and kompozer, then hostgator as the host. I just wondered if joomla is something that may be a future need, thus better to purchase Artisteer with that option now.
