Yes. Saw this on Wired UK too: Twitter hit by black box exploit

Note: apparently it's safe to use third-party client apps to read tweets and it's also safe to access Twitter from your mobile.. for now at least

Nasty exploit as all you have to do is move your mouse over the hacked content for the hack to spread to all your followers.. eek!

I guess maybe it could load malicious Javascript, but from what I
read there it seems more an annoyance than a real threat. Seeing
a site I don't want to see in a popover is one thing, but not
really dangerous. Usually malicious code, in my experience, needs
you to click or otherwise give the page permission to download
something. That doesn't seem to be the problem with this.

Only on a side note.

If the popup shows an image, you may or not be safe.

As a programmer, I know I can execute code on an image download.

If the popup is actually a smaller version of the external page, in order to display that page, the popup has to download information from the third-party site.

So either way, this seemingly innocent but annoying hack could have terrible repercussions... By loading javascript commands into the popup window.

p.s. I have not explored this hack, so I cannot say this hack actually is dangerous or not.
