Google doubleclick for sm business question

Hi, does anyone have experience with google doubleclick for sm. business?

If I sign up, can I manage and serve ads on websites I do not own or just my own personal websites? Say I purchased ad space on a friends website, can I use doubleclick to serve the ads?

    You can only serve ads to websites that are in the network. If your friends site is in google's network, you can serve ads.

    Doubleclick is just their content network I believe. Get your friend to put an adsesnse block on his site and do a targeted placement through the google content network.
