Not sure if these are the best, however I've used them and they do offer free stock photos and the appear to have nice selection.

I'm a big fan of freedigitalphotos.net and sxc.hu. Fotolia.com has a free section - it changes every day, I think, and there's not a ton of selection, but it might have just what you're looking for on any given day. Morguefile's not bad, it just seems to not have the best search capability when it comes to finding a photo you need.

I've been using www.sxc.hu for years but recently discovered
Stock Photos | Royalty Free Subscription Images and Pictures | PhotoXpress They have a pretty big selection of free good quality photos and and even bigger selction if you subscribe (start @ £9.99/month).

Between the 2 sites I'm always able to find high quality suitable images for my sites.

morguefile is a free stock photo website. you can use them for commercial purposes with out any payment due to its liberal licensing policy. check it out

I have recently been using Stock Photos | Royalty Free Subscription Images and Pictures | PhotoXpress - they give 10 a day for free and in the past I have used stock.xchng - the leading free stock photography site but some of those require credit- just depends on the photo.

I just found an excellent site through another marketer. You get 10 FREE
downloads per day: Stock Photos | Royalty Free Subscription Images and Pictures | PhotoXpress

Their selection of FREE images is unmatched. There are restrictions to how
you can use the images, but you're going to get that on all the sites, even
morgueFile free photos for creatives by creatives.
