Facebook Page Takeover?

I just got off a call with an associate that was praising some type of Facebook page takeover where for $200 your ad will be displayed to a city/area that you specify for two weeks. The way that is was described to me was that basically users on FB are shown your ad only on the right hand side of the page if they are in the area you specify.
My question is does anyone have any experience with this- If so, was it more successful than just running a regular FB ad campaign?
