New Member here - need help with a unique type of site

Hi, I'm new here (Hello everyone! :-) )
I am currently working on ranking, driving traffic and backlinking a Vaporizer site. It is very hard to create articles and backlinks for this type of business because it is usually banned in a lot of article submission sites. Google Adwords drove some traffic to our site but then we were disapproved (yet our major competitor still has their ads up, and they mention tobacco in the title of their site, which was the reason we were disapproved by google and had our ads taken down, we have since fixed that and they still disapprove us)

I really want to make this site the #1 vaporizer site online, but I feel like every time I try something that I think will work, I hit a major roadblock, we get banned, or something bad happens.

What I'm really asking is:
What strategies would you use?
I really want to see results fast, and not get banned or do something illegal. is there a way?

Any other help would be fine as well.

    Well, I just typed in electronic cigarette in Google and there are NO ads at all, so I'm not surprised that your ad is rejected by Adwords. I know the article directories, or at least most of them don't allow it either.

    Write a lot of good content with on page SEO. I have a ecigarette site and I get traffic naturally from Google and make commissions from it. I actually use ecigarettes, so I also post my personal experience with them.

    You need to buy banners and advertisements at sites like 420 magazine (dot) com...

    There are lots of sites like that and you can buy banners and ads there and become a guest blogger and get links back to your site that way, etc...
