The ads that I'm seeing on my Droid are from AdMob, but those are on the Angry Birds game. I haven't noticed the other ads.

As far as I know, they are not made by Google alone but also by other groups. Whether it’s presented on your computer or handheld device through Android, they are composed of different ad makers like those available in Google.

It depends on which ad network they installed in their application, it could be from admob, mobgold, or inmobis.

it could come from the app developers...
they can choose to show ads from a certain ad networks
you can achieve this by integrating their SDK into your app, and the just follow the instructions that usually available with the SDK...

the ad networks that i know providing Android SDK are MobGold, BuzzCity... and several other that i forget,

Yes, I think that too, as far as I know they don't have any rule against these ad networks.

like any other apps in other platform, you can integrate the code provided by each ad networks and display ads in your apps... the ad networks that are android compatible is just like hectoth said here, although, i should make note about AdMob, which has been required by Google... but even they only provide the place for third-party advertisers to advertise on their network...
