Does PR Web, Webwire or any of the other press release services distribute online press releases to targeted local media? Example, let's say that I want to use online press releases to target runners in my local area. If I do an online press release, can PR services like PR Web or Webwire zero in ONLY on the websites of local news media in my area?

I think the best you can do with PR Web or Webwire is to get regional targeting (like Eastern US or Northeast US for example). What you might want to do is get editorial contacts for your local area and do your own distribution to them for their print and online publications.

If you want to go local, try holding an event and getting the local press to cover it. They are usually eager to cover something like that. Have TV and Newspapers there. This actually works better than you think.

Your other option is to contact your local Chamber of Commerce (one of the bigger cities in your area) and ask them for media contacts. They usually have them on file and can sell them to you.

Try writing an interesting story on you and you intentions then submitt your story anonymously to your local news media

Actually, Peter makes a great point. The COC would be able to connect you with those types of contacts, plus businesses that could co-market with you.
