If i have a webinar I would like to attend but have a meeting, can I record the webinar with camstudio / camtasia? If not is there any software that I can do this with?

    You can, although you'll often need to refresh the webinar link if it doesn't auto refresh.

    A tool like Refresher Pro can be used.

    Then you simply record the screen and sound, and when you get back cut off the part before the webinar started.

    You can definitely use camtasia for that on your screen, don't see why not. It will probably take up a lot of RAM though, having them both run at the same time, so hope you have a fast computer.
