Paypal's expanded "Buyers' Protection"

As of 11/01/10, your customers who pay with PayPal are protected for items they receive that are "significantly not as described". This means that you may be liable for the cost including the original shipping charges should they file a claim. However, by offering this protection, PayPal helps encourage customers to shop on your site.
Given the ease at which PayPal buyers have been able to force refunds in the past, the only big negative is the way PayPal (and eBay) is making such a big deal about this - it can only encourage more claims.

What are your thoughts?

    In this case, I'm happy. I ordered a "fake" tablet from China during the Summer, because it used Android, and I wanted to try out the system... So I bought it, for $125...

    Got it, and the stupid thing was not as described, barely worked, dented, scratched, in chinese, had "TRIAL MODE" written on it, and more... So, I asked to return for refund.. They told me to mail it back.

    Guess what? Mailing it cost me $40.. I said "whatever"...

    3 Months Later, PayPal e-mails me.. "we've rejected your dispute"... So I checked the tracking... And found out that apparently it had been lost in China.

    checked a week later, and it was received and signed for.. Then, I called PayPal, dude asks me to fax him the mailing receipt. Did that, called back 4 days later, they say "sorry" there waiting for the fax... Called back another week later, and the guy said "Whoops", and finally processed the refund of $125... But, I still lost the $40 shipping fee. So I wasted my time, on it... wasted my money, would have been nice to get a shipping refund lol.
