What is best to drive traffic - i.e. what google will pick up as new relevant information?

    A blog will probably get you traffic quicker, but nothing beats a forum for long term user generated content. You gotta love free content being posted for you.

    If you have an active forum and give your members an incentive to post, you'll be ranked for long tail keywords which you would have never thought of no matter how good you are at SEO.

    With a blog, the most you'll get is comments from users.

    i would say that it depends on the topic.
    if you have a big and active forum a lot of people will join and make it even bigger, but if its a small niche that you are talking about blog will be just as good.
