Outsourcing Locally to Craigslist for $7/hour?

Okay, so my thread got closed out just as we were having great discussion about my outsourcing a web programming project to Pakistan.

Someone brought up this question before it got closed out and I could reply. So, here's continuing the discussion on a different but related topic I guess:

Here was the question:

"Here is an idea, quit being so cheap and hire somebody locally. I'm sure no matter where you are on the planet, there is somebody down the block who is out of work and could use a couple of bucks."

The discussion went on to say that I could "easily" so "easily" find tons of people at $5-$7 per hour on craigslist to do whatever I need them to do for my Internet related project.

Well, this is something I just can't figure out. I always "hear" about people getting $10,000 gigantic programming projects done for $500 or so on craigslist. But out of 7 or 8 years of trying, that has never worked for me.

I always wind up paying $50-$100 per hour for quality web developers...through craigslist.

If I pay anything less than $20, I get the equivalent in "trailer trash" if you know what I mean. Or, my project takes three times as long to get completed because "other projects are paying twice as much."

I would love to keep all of my helpers local. But, their arrogance and need to control the pace of a project is just not worth it when I can get even the most complex Ruby on Rails development system put together in a month or less for $1,000.

So, I pose the question: What has been your experience with Craigslist and what is your secret to finding quality dedicated helpers willing to receive only $5-$7 per hour? Or are these minimum wagers only accepting of such tasks like article writing and blog posts?
