I did a seo report for my website and it came back with some suggestions. I sent out to some people on site to make the changes and everybody wants $300 to $550 a month to make changes. Why isn't this a one time charge to optimize my site instead of a monthly charge.

      I don't have a signature because they want $60 I think.
      Who wants $60 ???

lol. You can have a sig here - it just needs to link to a site that you own or control.

As for finding someone helping you SEO:

Could be several reasons. You can get some on site SEO done for a one time charge. Off site SEO might be an ongoing process. It takes time to do it and time for it to take full effect.

One way to bypass this is to get software such as Market Samurai and use it to check your own SEO health. If you know what you are lacking and what your competitors are doing you can easily outsource specific tasks to be done - which can be bought ala carte.

I think that refers to getting a banner in your sig. I think that is $60 for the year. But you can do a normal text link in your sig for nada.

That's not bad I wondered if I can have a dancing or moving sig for that price. LOL

Fixing your on-site SEO should be a one time thing and shouldn't take more than a day for somebody to go through your site and fix any code stuff. Fixing content could take a bit longer depending on your site.
