You have to be a war room member then you can post it in the make money online free e-book section. Or you can buy a classified in here for $20 bucks or both.

You can post it in the "make money online free e-book section" without being a War Room member.

As for where else you can post it. Opening up a WSO ($40) or a Classified Ad ($20) is also another option.

Also note, if posting it in the "Make Money Online" board, you cannot collect emails. The only way you can do this is by doing a WSO or Classified.

Another option is the War Room as well.

Put on a page of your blog or website if you have one and put in your sig. or just create a link to the .pdf and put in the sig.

No, never to a .pdf file! ONLY to zipped files

Nothing is more annoying then a frozen browser because of an unexpected huge PDF file wanting to open in your browser... (OK, there are a few more annoying things but we don't go there now)

Make it a zip file - clicking the link the download starts automatically.

How about a passworded zip file in which you have to fill out a CPA offer to get the password, but because your not in the USA, you don't get the correct offer... (i'm Australian).
