The general way to do it, is post a project on one of the outsourcing websites for a fixed price. Hire 3-4 people to do the same job, when they are complete, if anyone of them are good enough for what you wish to do, they hire them for ongoing work.

It's a very quick way to test people and get the good ones.

You just need to workout a test / project that would have them do what you'll normally get them to do in your standard "work".

Alot of outsourcers will happily give you a free article or blog post to show you their work and you should also be able to get reputable references along with a portfolio of pervious work they have undertaken.

Find a few outsourcers you are interested in using and get them to send over the above and take it from there.

I tend to stay within the walls of this forum for outsourcing. I have tried elsewhere but the quality of work was poor.

Just search the classified and wso sections. Then run a trial assignment. Let the person know you are testing them and have more work in the future. I usually offer half payment upfront with balance on satisfactory completion

I think you can do some research. Read articles in ezinearticles, use youtube, etc.

I usually ask for referrals or customer reviews. If the provider has no customer reviews and is just starting I would ask for sample of his/her work. There is always a certain level of "risk" involved, but most providers ( on this forum at least) will want to provide good service, since their reputation here for future work depends on it.
