What can I use to do this??

One of my friends is launching quite an ingenius idea ( sorry can't say what it is yet) and he has asked me for some advice, I was unsure of a solution, but I thought maybe my fellow warriors could me.
(Let me say for simplicity )My friend is looking at making one copy of his product available for free to any charitible organisations who would be interested. Do you guys have any ideas on how he could automate this so that the general public don't claim to be a charity, so they can get their copy for free. ( I was thinking maybe a type of membership software, or something similar). I would like to hear what you guys have to say.
