Cool, new, free plugin worth checking out
I just found a new plugin (less than a week old) that should work well for WordPress users on a tight budget or anyone else.
It's called WP Meerkat. It creates popup or slider style border messages on the bottom, top, left or right portion of your WordPress Blog.
It's very configurable, but requires a small amount of copy/paste HTML knowledge. Nothing more than most plugins.
You can see it in action here in the left margin. I like how I can utilize the wasted margin space on my blog without interfering with the reading of my posts (at least on a widescreen monitor). I also like how it rides at the bottom even when the user scrolls. The slider function is pretty cool too. Have fun!
