If you are looking at your own pdf file, then you should have set a password on it when you created it.

If you are wanting to edit someone else's pdf, you may be the reason why we put passwords on pdf's to limit who will be able to edit them.

Right, but when it comes to how to edit the pdf.
You can choose a pdf editor, like what they've mentioned, acrobat, foxit, etc. Also, you can convert pdf to word with a converter like anybizsoft, edit the pdf in MS word, and convert it back to pdf.
Btw, if you only want to split the file, find a pdf splitter.
It's not so complex as it sounds. Have a try.

There is no such thing as PLR PDFs. If the document is truly PLR, it will come with a source file as well as a PDF version. If there is no source file, you don't have the right to edit the PDF.

If it's an editable pdf then you'll be able to edit it with a pdf editor of any type.

If the the pdf is not editable, you won't.

Do you own the rights to edit this PDF? My guess is no, but if you do you can use Adobe Acrobat...not free however.

I am a big fan of Foxit...it's lean and fast, and works every bit as well as Acrobat (and it's cheaper too).
