It is called "auto tuning." In the last couple years auto tuning software has become more available and easier to use so now there are many creating "auto tuned" youtube videos...

Some are making money creating popular viral videos on youtube using auto tuning.

Do a search on youtube for "auto tune the news."

Do a search for "auto tune double rainbow" :-)

Autotuner abuse started by Cher?..before autuners ther was the vocoder, giving the robot sound, Peter Framton got the guitar voice with a horn speaker driver hooked to a hose pipeing the guitar into his mouth, kindof an organic wa-wa.

that Rihanna's voice sounds like a casio keyboard effect.

The autotuner is just a phase vocoder. Cher was the most visible and extreme use of autotuner as effect in a major label release, but the underground folks were doing it themselves years earlier...

Yep, the software was developed by Antares Audio Technologies. It is a VST (Virtual Studio Technology) plugin used with professional audio recording software. One day a recording engineer turned up the Autotune a little too strong, and a "new" style was born - one that sooooo many have now copied.

Apparently any audio software that can use VST will run it.

That said, there are cheaper versions that work with other software. There is even one for use with Audacity.

Others have mentioned the vocorder. That is software which lets you combine a musical melody with spoken words so it would sound like the instrument was singing. I was actually built into many of the DAWs - like the Roland 880 and the Akai DPS24.
