There's absolutely no way for you to post a free WSO, whatever or whoever gave you the idea that you could do that?

The bare minimum outlay for you (if you're not a War Room member) is $77, as you'd have to pay $37 for War Room membership (a prerequisite for posting WSOs), as well as $40 to post the WSO. It'd be totally worth it, and if your product is even halfway decent you should make much more than this initial $77 you put in.

I understood the rules that you have to be a war room member first be able to post WSO and pay the additional $40. But I keep seeing free WSOs in the WSO section and may be that caused me to believe that you could post a WSO without paying the listing fee.

That means even the WSOs that don't sell anything for a payment and are giving away free info in exchange of an optin have paid $40 listing fee?

You are absolutely right. By "free" WSO, people are referring to WSOs where you aren't selling anything, but are giving away information/ebooks in exchange for opt-ins - you'll still have to pay the $40 to run this type of WSO though.
