Cold calling/emailing people to offer to buy their websites? How?

So I want to buy some websites to improve and monetize.
How do I go about asking people who have small sites that I can see value in and buy from them.

I mean, are there any letter templates. I can just say I want tou buy your website here is 100bucks....You know what I mean?

    I just write to them and tell them I am interested and see what they say. I make an offer and if they want to sell, they sell or counter offer.
