Freelancers can be from anywhere In the world. There are writers in India, Manilla, Hong Kong, Malaysia and many other parts of the world who can write just as well as native speakers. It's not that native "speakers" are born "writers", eh?

If you are looking to outsource writing projects, that's not what you look at. The location isn't important; the quality of writing is.

The clue is to continuously look for writers and work them on a "raincheck" basis until you find the right team.

I'm not sure if you are from the United States, but you should try posting an ad for writers on Craigslist. If you post it to any local United States page, you will have people emailing you about your job for months.

Here are the variations I've used:

Cheapest: Hire your own full time content writers in the Philippines. Writer hiring process is essential here. You need to make sure they can write, but then when you hire full time you get product far cheaper (and they get a regular job).

Medium: TextBroker.com - I tested them last month for some stuff and I was impressed for $0.02 per word. Very good quality. Very solid.

Higher: Get a reputable writer on this forum. I like Caliban Darklock and I know there are several other great writers. They'll cost you at least double the "medium" price I mentioned above (often much more). But they are awesome. Use this for top notch web content as opposed to articles you publish elsewhere. Publish their stuff on your own sites.

TIP: Often if I'm doing product reviews what I will do is use a low-cost writer (my own full timer, for example) to "throw it at the wall and see if it sticks". We want to test to see if we can get rankings for our keywords. If we do, we can always go back and edit the review later (using a higher priced writer).

This way I only invest in high priced writers when it matters.

Text Broker has produced some good articles for me - as well as some not so good. It depends on the level you choose which, as always, translates to how much you are willing to spend. The Content Authority is newer but an up and comer in the article writing world. Both services allow you to find an author you like and then work exclusively with them. This may be what you're looking for. Not as cheap as hiring your own writer but far, far less hassle and effort on your part.

Actually you can post job hiring in freelancer sites like freelancer.com, odesk.com, guru.com and onlinejobs.com. There are lots of ways to look for a writer.

They're not cheap but they do high-quality work and you'd be amazed at some of the names of who they produce content for (guru stuff)... If you have the budget and want high quality stuff, along with submissions, pinging, RSS submits, and all the wonderful jazz that should go along with writing AND publishing...
