    Any photo editor can resize images.

    An easy to use one is the Microsoft Photo Editor that comes with MS Office.

    XnView is also good - XnView Software - Free graphic and photo viewer, converter, organizer

    Use photoshop as your resizer. It preserve the details and no blurred or any defects after using it. If you dont have photoshop, and you dont want to download a software, use your SCISSOR. No im just kidding, use your Microsoft office picture manager then edit photos then resize. Happy resizing

    Fireworks can resize and not blur too much. Easier to use than photoshop.

    I like the gimp, well because it's name is the gimp, further because it is open source.
    Which means it is participatorial, which means your work is shared with the totality of the populous which also means that you enhance culture and society.

    It can wickedly resize images, and if you wanted to you could script it to resize a folder for them, although I think that photoshop actions are probably easier to work with.

    Though for some the scripting would be no problem at all.

    If you are using Win 7 (not sure if there is on Vista) then you can simply right click > edit and it will automatically open up with Paint. Then you can click resize to resize the image.

    I use Gimp for most of my graphics work these days, and it does a pretty good job resizing pictures. If you just want something quick and simple for fast editing and resizing, then try Google's Picasa - it's pretty fast and free as well.

      I use irfan view. It's simple, fast, and free. The program lets you open and edit images, as well as multiple media formats. You can cut and crop images, apply batch conversions, add, sharpen, or blur effects, create panoramas, and change color modes easily.

    Funny, I am Photoshop user big time for over a decade but I prefer Adobe Fireworks for resizing images since that interface is easier and more convenient to use, does batch as well. I also have to agree with PhoebeSmellyCat (can't believe I'm typing this name!) For free GIMP is really worth a look for either Ubuntu (big fan!), Mac or Windows. Years ago I tried the package and the interface was brutal to use but now any Photoshop user can find their way in this slick package. Worth a look!

      Bert, which version of fireworks are u using? I recently got fireworks 8 (macromedia) to work on my ubuntu machines and was SOOO happy. Cant stand gimp. It's so unnatural after using fireworks for so long. I do almost full-time webdesign and would be lost without fireworks.
