i need to create a email sign up scroller, but don't know how to do it!

I am using joomla 1.5, my site is here.

Notice on the right hand site, under all of the testimonies there is alot of white space. What I want to do with that, is to create a scrolling box with a form for your email and name, so you can sign up for a newsletter. The scrolling box, can't hover over the testimonies, just below them.

Can this be done with joomla?

I would be willing to pay someone if it needed to be done custom.
