Google Keyword Search With "...." Question

I been doing some kw research today and their something that I been wondering about some of the kw I been checking out.

When you do a search in google using quotations, aren't all the sites that come up more relevant to the kw than the sites that come up when you aren't using quotations?... because I thought they are.

So if they are then shouldn't the top sites ranking with quotes be higher than all the other sites when you search without quotes?

An example of this would be, a site related to a certain kw in quotes shows up at rank 1 on first pages of google.

When I search same kw without quotes that site is nowhere on the first page. I actually found it way back on the 8th page.

So why is that?

    Quotes:
    Using quotes shows sites with the words together. So the results bring sites up that are specifically that way.

    No Quotes:
    Not using quotes bring up sites that have the words together and sites that have the words farther separated. Naturally, as you go deeper and deeper into the results you may just find one word or the other.

      Yes.

      I sometimes search using quotes but that's when I want to find something really specific. Most people don't use quotes at all and the minority only for a small percentage of their searches; don't optimize your website to pick up the quote brigade.

    The sites showing up when you use quotes are the sites that are trying to convince Google their site is relevant to that particular keyword.

    The sites that show up when you don't use quotes are the sites that Google is convinced are relevant to the particular keyword.

    How you search depends on whether you're checking out who is targeting the keyword or who is ranking for it.

    I personally never even bother with quotes. If your goal is to rank on the first page, then all you should care about is who's on the first page without quotes, how strong their links are, and how you can outrank them.

    Searching with quotes isn't really telling you what you need to know.

    Searching the keywords in " " tells you how many pages are optimized with the keyword. Without the " ", anything can go in the results page. So if you search for the site with the keyword & it is nowhere to be found without " ", maybe the site is not fully optimized.
