I have Google Local for a few sites.

When Google is displaying my websites in that spot ( google local spot in top of the SERP ) ?

I am not sure if I have a general answer to this question .

Which is something really interesting, I show up in Google Local for some keywords that I never expect to be there .

As I understand ranking is based on citations and reviews. The exact adress, etc. should be submitted to all the online yellow/super pages, other trusted sources are:
BBB Consumer and Business Reviews, Reports, Ratings, Complaints and Accredited Business Listings - U.S. BBB
Mailing List - Email, Business, Sales Leads, Consumer - InfoUSA
Local Search Business Listings Identity Management | Localeze

There are a couple of paid business registries, like Universal Business Listing www.ubl.org that will get you into other prestigious listing like www.acxiom.com/Pages/Home.aspx.

Some businesses offer customers incentives for writing reviews on in google local and other sites.

It appears best to target a local search term that already has local listings.
