Can someone answer this Wordpress header question for me?

I have a technical question. I am building a WP site for a new client. He has a header that he wants me to use which has "built-in" menu buttons (they look like little paint brushes). I have no idea how to put the header on the site and make those buttons "active" and usable since they are built into the header image. Anyone know?

    The only things I can think of offhand are to chop the image into pieces then reassemble with css so it looks the same but is linkable, or turn it into an image map.

      If you have to have them in the header, probably a lot of css or image map like Kathy says. If you can get the original graphics, like the little paintrushes, you might be able to use those in a navigation bar with a little bit less work. (but that is a maybe, it might be worth asking your client about)
