How To Rebuild A Website

I plan to rebuild a website but was warned by a friend that I must let Google know so that the site will be re-indexed as I will be changing the site's content by more than 30% and would be penalized by google for so much changed content.

Can someone shed some light on this

Yeah, your friend doesn't really know what he is talking about. Is the relevance of the site changing, or are you just adding or changing content? You will be fine.

if you make changes there gonna be effects of course.
but a well planned change would lead to good things down the road.

With a website, the goal is kind of to get the search engines to come by often, especially if you are changing the content.

If you are radically chaning what the site is about, like from the benefits of drinking wheatgrass, to the latest in video games, you migh tgo through a period of adjustment in the search engiens while they figure out what your site is about now.

Otherwise, you are just updating your website. That is a good idea.

No problem with that. But Google is fast, so make sure your new contents is up and not just a blank page.. you'll be de-index very quickly.

Your friend is a mischievous Q. As if Google wanted to hear from everyone changing their site. Make your changes, and if you are not reindexed in a few days, resubmit your site to Google. Yes, you may take a ranking hit for a short period, but there is little you can do about that. I have re-purposed sites in the past (same domain name, different content) and found my rankings come back fairly quickly.
