What does submitting your blog/RSS feed actually do for me?

Not to clear on what it does.

So say u submit your blog/rss feed to say 50 sites, what does it do?

Is it for back links?

It gives you a link back to your site. Depending on what your topic is, some other people might pick up your feed to display on their own site.

This can be done by auto-scraping or by someone picking up your feed and putting it on their own site to use for content. And this might give you some more links with a geographic diversity of IP addresses.

Isn't google going to cut down on these sites, which TAKE RSS content from rss feeds and display this content on their sites?

I dont mean the rss submitter persons site., but the people who Take the feed and use the content on their site.

Isnt google clamping down on these?

It is possible that this will happen.

The OP was about why people do this. I think that is why they do it and I suspect that the people who use RSS feeds are not going to stop using them in this way all at once.

So I thinkit is possible that the person who submitted the feed will still be getting some links. How much they are worth and how long they will be counted, I don't know that.
