I highly recommend you start a membership site, there are tons of PLR content out there that you can remake and start promoting here, you can sell this membership for as little at $19.99 and just do the math you need less members than you think to make that $1000 per month. Jus think about the topic and do things to get people happy with you, get your members the ability to promote as an affiliate so your membership will grow and grow!

You may also consider promoting great affiliate programs. Use your own website to do that, then send traffic using different methods. There are great promotional tools and training provided by the owners of the products.

I consider fiverr a great way to generate some startup income you can use to build your business.

Well what I suggest is that you break down your income goal.

Ie. 1000 per month means you need to earn around $33 bucks a day.

So, you could simply find a product to sell for say, $37.

And you just start off small, and aim for making at least one sale per
day.

Then as you gain more experience and momentum etc you can
ramp it up ie. you could then add a follow up emails to your buyers
recommending an affiliate program with a monthly recurring commission.

There are lots of good monthly aff products out there, this will mean
your recurring monthly commissions will be more steady and reliable,
however just remember that most people wont stay members forever
so you need to keep referring people over and over again.

Of course there are many steps before you get to that stage ie setting up a sales page, squeeze page, blog, driving traffic etc etc.

Oh and dont forget to test test test and TEST again, if you can get your numbers rights, very soon you will be making more than 1 sale a day easily.

I think you had a master plan about your forum. You must had a plan of making money from your forum. How far you are from your target?

Do not change your plan randomly. Try to achieve your goal. Do some study about your plan. How you are forwording with your plan? Is there any error in your working way? Just try to find out and do only for the success.
Failure is the pillar of success.

Consider Adsense Sites or "Authority Sites"...a small group of Adsense sites or a couple of Authority sites can easily earn you more than $1000 per month.

Otherwise consider outsourcing your skills on Elance, VWorker etc...
