Please help. Conversion, PHP, & CMS questions with client.

So. I've got a client who has paid a web development company thus far $7500 for web design and will be paying $4000 more for a finished product.

The project was started Oct 4th, 2010
It is due to be finish in May. (8 Months to build a website)

It is a basic sales and presentation site for a construction company.
Sadly, the company had overcharged for services rendered and have high afterwork pricing.($100/h for design changes, $75/h for server operation)

The website they have designed thus far is visually appealing, however not very functional or market oriented.
The client wants me to halt their project and take their work to make the most of it.
However im not sure if it would be worth the cost for my client.

I would be charging $3500 for Server work, PHP, HTML, CSS, jQuery, content creation, and moving from CMS platforms.


Sadly the CMS is local to the Web Development service provider... If I move things over I would be putting it in WP. Which would cost my client a pretty penny. (PHP & CMS problems)


I dont think its worth pulling away from current service provider. With the project nearing completion and budget already exhausted, the site while not facebook quality, market oriented or AIDA standards, it is functional and appealing.

Maybe i'm wrong.

Thoughts?
