There is an ad that show up underneath a video when you watch vids in youtube. This ad is like a bar.

Is this in adwords or it is in youtube?

  This one is Promoted Videos. You have to actually have your own videos on Youtube and then you advertise on your own videos.
  
  The one I was asking was to actually advertise on other people videos. Videos with millions of impressions = lots of traffic already. Just need to hand pick which one is actually related to the offer I am promoting.
  
  I made a campaign already in adwords, it's called video targeting. You can target channel or specific video, many different placements to choose from in fact. I tried inlay and banner on upper right hand corner but banners are still under reviews, text ads in inlays are approved but still not receiving impressions, weird. I don't know where I went wrong with the setting.

  There are probably other advertisers bidding more than you are for the same placements.

  I think what you do is contact the channel owner/video owner and ask them if you can post a link under their videos. For example, email them and ask if you can post a link under their video for $50/month. Some of them will agree to do it because all they do is post some funny videos and get paid. So look for video that has climbing viewing rate and no link underneath it. Hope this answer your question.
