What is the best way to setup a quick affiliate program for a "non ebook"?

INTERNET MARKETING

I'm looking for the best way to setup a referral program for a service I offer.

Say, to give a $100 payout to each person that refers clients to me.

Clickbank is out, paypal won't track affiliate commissions easily... and I want the affiliate to recieve an instant email when someone signs up using their link.

what's my best option?

You don't want an email to go to the affiliate until the actual sale is completed, right? If yes, then the payment system you're using will need to somehow pass a code or affiliate name along with the transaction. Without it being passed along with payment info, I'm not sure how else you'd know payment was accepted?
