I've started off my website. Its been a week but I've managed to post only two articles and I've applied for affiliation at CJ and Linkshare where almost every program has given me instant rejection. There was one program which had manual evaluation, even they rejected me but I think that's because the site didn't have much content. Pepperjam Network and ShareASale also denied me membership.

With all this negativity, I've thought of working on the site first, get considerable traffic with good content and a list and then apply for all the affiliate programs. Should I do this or something else? What do you guys say?

I don't think so traffic is a big issue here. You need content to get approved in these kind of networks.

I say those people rejecting you have a plan that just might work

I say you read their terms of service carefully and figure out which part of your site doesn't meet the requirements, and fix that part before re-applying.

When I started off with Affiliate Marketing, I applied for Maxbounty and never had a problem in getting approved. I was denied at Neverblue but later got in touch with the Affiliate Manager through my friend and managed to convince her that I know how to get traffic.

If your website is new, try to mention your experience/knowledge about affiliate marketing in the comments/additional info section while applying.

      Have you tried Amazon?

Clickbank is always a great option....

Also, maxbounty had approved me easily with a basic site...

Make sure the site you are using to sign up with looks polished, and has unique interesting content and not just lots of sales pitches...

I would try applying to CJ again once your site is nice and polished, they were not too difficult to get into..

CJ & linkshare both have softwares loded with criteria. If they found site in those criteria your application going to get rejected.
    I advice you to
    1) contact merchant via email & tell them your plans of marketing there offer.
2)Also mentioned that though my site is new I have plans to promote your offer through PPC & I am an expert of PPC.
3)If you have any successful promotion before, don't forget to mention it in your email.
This will give you better chance to get accepted & much earlier all the best
