How to set up affiliate offers with offline companies?

Quick question:
Let's say I want to create a website for widgets, and have a list of widget providers from each state.
I'd like to earn a referral fee for sending traffic to their sites.
These widget makers aren't on CPA networks.
How do I monetize this? Can I create special affiliate links for each one through a CPA network?
Also, is there a quick and easy way to load all those widget makers into a database on my site?
