PayPal Business Account fees

I'm a little confused on how the fees work using PayPal as a merchant (PayPal Business Account) to receive money from buyers. Is there always the 1.9% to 2.9% + $0.30 fee on EVERY sale? Or only sales in which the buyer decides to pay by credit/debit card instead of directly from their own PayPal funds?

I just thought of a related PayPal question. Can I, as a merchant using PayPal as my shopping cart method, directly refund people who bought my product through the PayPal system if they're not satisfied with their purchase? If so, does it matter whether the unhappy buyer used PayPal funds or used a credit/debit card? I take it that PayPal is not like ClickBank, where the buyer just tells ClickBank that they want their money back and it's done no questions asked without even getting the merchant involved.

I've always had these fees from Paypal.

Whenever I pay my workers on Paypal I use the
Ryan Olbe Paypal calculator so they get the even
amount of money that I'm paying them...

Kwerk, the one you refer to is for credit card.

When they pay via their paypal balance, its a different rate.

Also when you refund someone thru paypal, you are refunded the transaction fee.

Paypal is tricky as they don't generally make their fees well known, you have to read through plenty of small font text on their site to find detail, on fees, limits, service charges etc quite annoying it is.

Tricky? Not at all. There is a large chart showing their various fees. The chart is extremely easy to find and understand. Not only that, the fee breakdown is shown on every transaction.
