Quick Question About Google Maps

I'm getting started on offline gold and I want to help a client be the first listing for a few search terms on Google Maps. I'm trying to figure out what make a business be the first listing for a search term.
For example, go to Google Maps and type in exhaust shop sacramento. What makes AB & M Auto Brake & Muffler be the first business to be listed for that term? How come Marco Muffler Inc isn't the first listing? What does AB & M Auto Brake & Muffler have that Marco Muffler Inc don't?
