    They're layered transparent images created in PhotoShop, GIMP, or Paint.NET - any such program, really. While this CAN be done in MS Paint, I don't recommend it, because it's a right pain in the arse without proper layers.

    The bottom layer is your "highlighting" layer, which contains yellow blobs underneath the handwriting you want highlighted.

    The middle layer is the "text" layer, where you type your message using special handwriting fonts. Here's a link to some free ones:

    The top layer is the "doodle" layer, where you add the various arrows and circles and underlines.

    Keep all of these layers on a transparent background, and you end up with a graphic that can be thrown onto a web page with a simple <img> tag.

    Yep... you really need a graphics program with layers. Photoshop is the best -- but it's a bit pricey. You may want to take a peek at some free programs like GIMP or Paint.net.

    Yeah, like at least 2 other Warriors on this thread, I recommend Mark Hess's online tool, Graphic Creator. It's simple, efficient and renders the perfect results; especially if you're not used to working in Photoshop (or don't have Photoshop, GIMP, etc.)

    A tool I use every day that I find incredibly useful is Snagit from Techsmith. It's not free, but they do have a fully functional 30 day free trial. It costs about $50 but if you plan on doing any sort of editing of screen grabs, it's invaluable and pays for itself very quickly in time saved.

    It's got some pretty cool tools to do the sort of markups you were looking for. While it's probably not the best tool for the underlining and circling "I just marked this up with a Sharpie" look, you can still achieve it pretty easily.

    Not only do you get great highlighting tools, paintbrush, etc., there are all sorts of effects like drop shadow, torn page edges, and stamps. A lot of friends of mine who use Snagit daily didn't realize what cool things you can do with stamps until I showed it to them. It's sort of like clip art, but geared more for annotation. Plus, there are lots more stamps you can download for free from the Techsmith website.

    Obviously, this tool doesn't replace Photoshop, but it's a nice partner to it. If you can't afford Photoshop, use Gimp, as previously mentioned in this thread. It's an awesome tool, and it's hard to beat free.

      I agree. I am a heavy Photoshop user, but I tell you, I couldn't function without Snagit. You really ought to look at it. It does everything from grabbing screens to marking circle to taking short screen videos. It is a jewel of a tool.
