ofcourse you can. I am not sure if you will receive the email of payment received. But you will surely receive the payment. It has nothing to do with hostgator.

Yup, it will still go through fine, you just won't receive the email until it is back up, but if you log into your paypal account everything will be fine, no worries

      For real? LOL

I sent email to support telling them that the server is down according to alertra.com. Support responded telling me he can access alertra.com without any problem

All payments are through PayPal itself, so don't worry about
not receiving your payments. PayPal only sends notifications
    through your email.

Definitely go for the live chat - they are awesome in live chat, but in my experience, not so much with the email support.

Hostgator has hundreds of servers and probably tens of thousands of accounts. On any given day, I'm sure there are a few servers having problems and hundreds of accounts.

If you have any sort of shared hosting -- meaning you don't have a dedicated server -- then there's always the possibility that someone else on your server can do something that will cause it to implode.

It's not Hostgator's fault; it can happen anywhere.

It's like having some idiot rent the house behind you and he plays his stereo 24/7 and is always having fights with his friends in the back yard. You can't blame the city. It's just the luck-of-the-draw.

If you want to ensure your neighbors don't create problems for you, then get a dedicated server. (A VPS is *NOT* a dedicated server! It's LOOKS like one, but they put a dozen or so VPS accounts on a single SHARED server. So you can STILL have unruly neighbors.)
