I want to sign up for aweber, but dont have a credit card yet. So I was thinking of using a email aces temporarily before I move to aweber mainly because they accept paypal.

My question is when importing list to aweber, would I require the subsriber to confirm their optin again?

Yes, and there is generally NO exception to this rule. I am personally friends with Tom who owns Aweber, and he wouldn't even let me import a list of missionary friends without requiring them to confirm opt-in. I have heard of them making a couple exceptions for elite marketers who had full opt-in information (IP, time, site, etc), but I wouldn't count on it. But that's part of why Aweber has a stellar reputation with ISP's, so it's worth it.

I'm also friends with Gary, and I've heard Aces is great too.

FYI, iContact will allow you to import lists without opting in, but they will monitor what you send out and will have to approve all messages until their systems indicate you're not spamming. Basically means for a while your messages will be reviewed by a human for content, and any complaints will come to their notice rather quick since your list has not opt'd in via their system. If you're a legit marketer and your list doesn't complain you're usually ok.

Also for full disclosure, while I use them for several lists and am very happy with them - my wife does work for the company. but do you really think she cuts me any slack? My messages were reviewed just like anyone else's.
